Tim Wolken, Director of Community Services
Tim Wolken was hired by El Paso County in June, 2004, to provide leadership as the Director of Parks and Leisure Services. During several staff reorganizations, Wolken served as the Director of Public Services in 2009-10 and was appointed Director of Community Services in January, 2010. Prior to his position with El Paso County, Wolken was the Director of Parks and Recreation for South Kingstown, Rhode Island. Wolken holds a Master’s Degree in Public Administration from Wichita State University.
Kathy Andrew, Environmental Division Manager
Kathy Andrew has worked in the environmental services field for over twenty years. The Environmental Division examines the entire spectrum of El Paso County practices to seek areas in which improvements might be appropriate, as well as guaranteeing compliance with any environmental laws or regulations. Andrew serves on the Board of Directors of the Colorado Chapter of the Solid Waste Association of North America as well as the Board of Directors for the Colorado Brownfield’s Revolving Loan Fund.
Carl McDaniel, Veteran Services Officer
Carl McDaniel, retired Major U.S. Air Force, has been serving veterans for over ten years. After two stints with the Florida Department of Veterans Affairs as a Veterans Claims Examiner, McDaniel moved to Colorado Springs and has been employed by El Paso County for six years as the Assistant Veteran Services Officer, prior to becoming the Veterans Service Officer. McDaniel holds a Bachelor’s Degree in Civil Engineering Technology from Florida A&M University, Tallahassee, Florida and Master’s Degree in Public Administration from Troy State University, Europe.
Todd Marts, Recreation/Cultural Services Manager
Todd Marts joined El Paso County Parks in 1994. He served as an interpretive specialist, Bear Creek Nature Center Supervisor, and as the manager of Recreation & Cultural Services since 2007. Prior to El Paso County, Todd was the lead river ranger on the Upper Missouri Wild & Scenic River and a park ranger with the National Park Service. Marts holds a Bachelor of Science Degree in Park Management, a Master’s in Organizational Leadership, and is a certified Park & Recreation Professional.
Barbara Bates, CSU Extension County Director/Horticulture Agent
Barbara Bates was an Extension Horticulture Agent for twelve years when she was hired in 2010 as the El Paso County Extension Director/Horticulture Agent. Prior to that she was employed by the University of Illinois, Colorado State University and worked as a professional landscape designer. Bates holds a Master’s Degree in Education from Kansas State University.
Christine Burns, Community Outreach Manager
Christine Burns was hired by El Paso County in March, 2011, as the County’s Grant Analyst. During a staff and programs reorganization, Ms. Burns was selected to serve as Manager of the Community Outreach Division within the Community Services Department, managing Justice Services, Outreach Services, and Grant Services. Prior to joining El Paso County, Ms. Burns served with several non-profit organizations and overseas with the United Services Organization. Ms. Burns holds a Master’s Degree in Political Science from Marshall University.
Brian Bobeck, Park Operations Manager
Brian Bobeck joined El Paso County Parks in 2017. He was Parks Superintendent for the City of Farmington, New Mexico managing a staff of 31 full-time employees and overseeing a large and diverse park system. Prior to his employment in Farmington, Bobeck worked in the private sector for 17 years overseeing golf course, athletic field, and parks construction and maintenance contracts. Bobeck has a Bachelor of Science Degree in Agriculture / Recreation Areas Management and Horticulture from New Mexico State University. Bobeck is currently pursuing a Master of Business Administration degree.
